Romania blacklists Polymarket amid surge in untested prediction markets activity

Romania’s gambling regulator, the National Office for Gambling (ONJN), has formally placed blockchain‑based prediction platform Polymarket on its blacklist, citing “unlicensed gambling” following a spike in event‑betting activity during recent elections.

The regulator’s action reflects intensified oversight of prediction‑markets that sit between finance and gambling. Polymarket allows participants to trade contracts on real‑world events - political, economic or entertainment - using stablecoins and blockchain infrastructure.

The ONJN concluded that the platform had "carried on activities of gambling without a licence" in Romania.

The move signals increased regulatory risk for decentralised and cross‑border platforms. 
Polymarket is also preparing for a U.S. regulated relaunch, having acquired a CFTC‑licensed exchange and reportedly clearing‑house for approximately US$112 million, according to Reuters.

In a recent interview with the regulator, a spokesman noted: “We have observed an explosive increase in unlicensed event contracts during the election period,” pointing to the grey‑area behaviour of platforms bridging speculation, gaming and derivatives.

For crypto betting and blockchain gaming, the implications are substantial. It demonstrates that regulators are willing to treat prediction‑contracts as gambling, not mere financial derivatives, thereby applying gambling‐licence conditions, geo‑blocking requirements and enforcement mechanisms. It also underscores the challenge of jurisdictional arbitrage in decentralised systems, where on‑chain platforms may operate globally but local law still applies.
